Dear Tripathi,
your father can get treatment from ESIC Hospital. and your wife can not get maternity benefit from esic because she is your family member or spouse only. But she can take all treatment from esic hospital.

Even you are in out of city you are eligible to take ESI treatment from ESI dispensary near by your village/city. Take form 105 from your employer and submit the same at ESI dispensary near by your villag/City.

The post pertains to some five months back. Therefore, I am not sure whether any addition to it would add any value. However, let me state that if your parent's income from all sources does not exceed Rs 5000 (it was restricted to Rs 1500 when the thread started) he can now be included as dependent and after doing so, he can take medical benefits envisaged by the ESI Scheme. The new revision of income having taken place very recently, it may take a few more time to get tuned. By then you can include your parent(s) by editing the family particulars in the ESI website and take a printout of it and approach the Local office for photo session.
