In the late 90s, I worked at a personnel certification company that used the European Norm (EN 40513) that later became the ISO standard for personnel certification. So it is not ISO 9000 but it is ISO and did have rigorous requirements for training programs and testing so I think I have a sense of what you need. Recently I have been working with a software program that creates trainng programs using the Systematic Approach to Training (SAT). It starts with the Job Task Analysis and from there builds objectives and links them to training content and exam questions. I think the database will allow you to provide the documentation you need to meet the ISO 9000 requirements and the software provides proctored exams using question randomization in a secure environment. I am not an owner or trying to sell the tool, just think it might help you. It is called VISION and you can find it at focuslearning.com. If nothing else, their site contains good descriptions of SAT which would also be helpful I think.

Dear All
1st Step - As per ISO 9001:2008 every company is required to identify competency requirement. Once the requirement is identified, it has to be compared with the existing competencies and the gap between these two need to be filled by giving training.
2nd Step - Every organisation having ISO 9001:2008 need to prepare annual training plan and take approval Budget. The training plan must be supported by the List of Faculty, Schedule, Training material. The training schedule need to be scrupulously followed.
3rd Step - A feed back need to be collected from all trainees and to be assessed. In case, if there is still a gap between the required skill and available skill, the same shall also be considered for next training plan.
4th Step - Record must be made available during audit as per the requirement of auditor.
