Greetings of the day!!
First you have to identify the predefined training requirements through job analysis of your employees. These requirements will be the criteria for the TNA framework around which you have to formulate a distinct training plan for your employees. And these criteria would definitely help them to choose among the available possible alternatives. You can use the questionnaires to get the opinions of employees on the needs of training they want. Other techniques may includes direct observation of the job performer, consultation with persons in key positions, interviews, assessments/surveys, work samples, etc.
