is there any dedicated low/Act or rules for Leaves like PL/CL/SL/ML etc.? which are minimum leaves as per law? where is the govt. guideline about leaves?

If the establishment come under factory, EL's are as per the factories act and national and festival holidays as per the national and festival holidays act and which are announced by the labour department time to time.
Remaining leaves are as per the custom and tradition.

EL/PL - Section 79 under Factories Act, 1948 EL/PL is calculated as 1 day leave for every 20 days worked. This is a leave you earn after working for 20 days. A person earns it and it is accumulated. He can avail it only in the next year or working after 240 days.
CL - Most of the State's Grant 12 days per annum( It may slightly vary from state to state)
SL - Most of the State's Grant 12 days per annum( It may slightly vary from state to state)
Holiday - National and Festival Holiday Act, which is applicable to all establishments in the country, irrespective of under which law it is formed it is mandatory to grant leave on following 3 days, i.e. 26th January (Republic Day), 15th August (Independence Day) and 2nd October (Gandhi Jayanthi). For rest of the festival holidays the declaration depends on the discretion of the concerned States and establishments. Number of festive holidays can differ from state to state.
For Example Karnataka- Apart from above 3 holidays five other holidays each of one whole day for such festivals as the employer may specify, from out of the list of festivals specified in the Schedule
appended to this Act in consultation with the trade unions or in the absence of any
trade union in consultation with the employees or their authorised representatives in
such manner as may be prescribed:
For Orissa - one whole day on the 26th January ,1st May, the 15th August and the 2nd October and four other holidays.
For Pondicherry - 26th Jan, 15th Aug, 16th Aug, and 2nd Oct and four other holidays.
