Hi Mohan,
1st try to find out what are the prevailing policies in your company.
Then, make ammendments if required.
Take approval from your HR manager / superior.
Normally policies are related to leaves, insurance, rules & regulations, housing loan interest, car loan interest,mobile bill, handset discounts/reimbursements,car petrol- desiel reimbursement,etc.
I hope this gives you a bit idea how you can go about.
