The zones are defined in the minimum wages notification.

The matter on paying PF on minimum wages is currently being examined by Supreme Court. The circular on this matter has been put on hold by the department pending Supreme Court decision.
However, the sc decision being a clarification in nature may be with retrospective effect. In which case the penalty to be paid by employers who violated min wages to save PF will be quiet high. You need to see if you are willing to take that risk
