As you are aware emoluments attached to a work/worker/workman is linked ot Minimum wages pertaining to the nature of duty grouped as Unskilled/semi-skilled/skilled etc. These minimum wages(MW) are divided into two parts-basic & DA. In some sector these divided further into Fixed DA(FDA) and Variable DA(vDA). Periodcially central and state govts.revise these rates under certain formula e.g. Consumer Price Index(CPI)/and/or Wholesale Price Index(WPI). How this mechanism works is explained in various blogs on net which you can search the web & learn.
Since DA is revised periodically, say once in a quarter or half yearly based on increase or decrease in the Indexes of CPI/WPI to which the pattern followed in an estalishment is linked to. If any employee drawing more the M Wages and the wages are more than the revised DA wages, No need to pay revised wages.

But always there is different view in law.
The D.A /FDA /VDA is an increase to compensate the cost of living index, so I will say that, I should get the incremental value due to increase in cost of living index. Many employees, I have seen, by way of collective bargaining gets this incremental value, convincing the employer their point of view.
But the answer to your question for fresher academy is well answered by V K Rao to the point. Employee is not entitled to get less than minimum wage rate as applicable to his category in the schedule industry and zone, he is in.
