Hi Sunita,
As you have rightly said, BD can be incuded under Corp Coommu. and IT can be under GM.
Where as, Quality is also an important aspect to be taken care of under Operations, hence I suggest to include that under DGM - OPS.
Just think!

In short your company's Org Chart can be re-grouped as per the following fashion:
Reporting departments to GM - HR & ADMIN, F & A, IT, Corp Commu & BD.
Reporting departments to DGM - Operations team, Customer care divisIon, Workshop, HSE and Quality.
