There is an employee who always requests a half day with so many reasons. It's either his daughter needs him or he woke up late. The most problem is, he always informed us late. Our working schedule is 9 am and he will text or call around 9:10 or 10 am. We're so done with him.

First verbally counsel him with details of his requests.
Maintain a record of his requests.
If he shows no improvement,then give him a memo for violating leave policy of company.
I am sure the company must have a procedure for leave requests-like advance information, prior permission to be absent on leave etc.
Before making it a disciplinary matter,try the counselling approach first.
That will be helpful and other employees will also see and learn that company cares for employees and will always correct and mould before taking action as last resort.
Always try for win win approach first.

If an employee is taking so many Half Day leaves that mean he must have exhausted his leave balance and if yes then he is not entitled for leave and you can deny for the same. "Woke up late" can not be reason for leave and leave can be denied for the same even though it is available in the leave balance if occurring on number's of occasions. Try to counsel him verbally and if still no improvement then issue memo as final procedure is depending on your company policy.

Some organization have strict rule for late incoming. If a person comes in late for more that 3 days his 1 day leave gets debited from leave account. So, bright employees of that organization start taking initial half days off. If they were about to get late for work after third late coming.
Do you have such policy in your organization.
In one more case, People who get boozed till late night shows incapacity in getting up early due to hangover.
As i said this may relate to your query or may not. but please do preliminary inquiry before sitting one to one with him for counseling.

If you had taken right actions in the first place like deducting wages for half day and written warnings thereafter , this person would have either changed his habit if he needs job or would have
paved his way for exit.
