I will assist you in any way that I can to remedy the problem, however, unless the matter can be corrected, I shall have no other alternative but to further disciplinary or corrective actions. Please treat this warning seriously and improve accordingly.

Hi,
You are absolutely right here. Memos are basically short internal letters written to staff members within the company. It can also be posted within the company premises so that everyone can see it.
Slight difference here is that the question was related to notifying someone who created indiscipline among the group. And this notification was solely addressed to that particular fellow hence those salutations and closures.
Using them in this way do not change its legal status.
