Dear Lalita,
for frequently absent people you cant issue show cause notice directly. First you have to give warning letter to that concern employee in writing only. And if there is no further improvement then only you can give shaw cause.

please find attached letter of absenteeism that should be issued after the three consecutive days of absenteeism.
if the employees doesn't present himself, second letter in referece to this letter will be sent to the address of employee.

Dear Lalitamore,
If you intend to initiate disciplinary action contemplating to finally either
reduction in pay or termination etc. you have to prepare a strong base
by issuing a warning letter indicating all the occassions where the employee
has absented without prior sanction of leave or proceeded with loss of pay but without proper intimation etc. Also indicate that because habitual irregular attendance the same will be viewed very seriously and further repeatition will entail him for sever punsihment.
If there is no improvement in his attendance and the company thinks that allowing
such irregulalr attendance is likely to cause damage to the company's business or
give a wrong signals to other employees who are regular in attendance then final action can be taken giving him a show cause notice indicating the contemplated/proposed punishment.
