Dear Sir, In our company many staff stay in office upto late night and they ask over time or C-off for the extra duty. Kindly help me what is the solution for this whether we have to give over time or C-off.

You need to form an overtime policy for all of your employees. No employee should be allowed to work without any appropriate approval from senior in advance. If employee allowed to stay back and work then they obviously ask for overtime as they are entitled for it.

I suggest you to check with your top management if you have any overtime policy or not.
Secondly, if you have female employees who are working after 8 PM. I request you to follow Govt. policy for working women safety.
In case if you don't have any overtime policy for your worker then identify employees who are working over time. Create a policy for overtime with the approval & suggestions for top management. Check with their supervisor if they really need them to work extra hours or not. If yes, then I have two suggestions for you
First- Compensatory off- In this, companies who are not working on US OR UK OR Australian shifts and companies who don't need employee to work late in office everyday. But based on criticality of project they have to do over time sometime even on Weekends. After or between the projects work with approval of supervisor they can take C-off on working day. This won't be counted as their leave or LWP. But as part of their holiday.
Second- If your top management agreed on paying extra amount for overtime per hour like example if your standard work timing= 8 hrs per day excluding lunch time & tea break & 60 hrs per week and if employee are giving 75 hrs per week means 15 hrs more than what you expected from them. Then finalized cost per hour for employee's over time & pay accordingly.
As HR, Ensure that employees efforts are not ignored and if female employees are working after 8. I request you to avoid it as much as possible & try to shift timing like early in morning by 8 am for them. Only very critical female employees are required to sit in office else tell them to go before 8. If they are sitting after 8 pm then hire cabs who can drop them to their home with company's faithful security person only. Please check govt. policy for it.

Sir, It purely depends on the Top Management. If they want staff to work longer period in long run then OT shall be paid. if it is occasionally then do not start and new burden on company.
