How are you allowing c/off to be availed at a stretch? Compensatory off is granted to an employee,only if a person should work on a weekly off day and such c./off accrued shall be utilised by an employee within 2 months. You may devise such a policy and c.off should not be allowed to be availed for more than 2 days at a stretch?
In the given situation you may allow weeky off day as an off day as he has taken comp.off only and he was not absenting or took leave without permission/intimation.
