I am working as an Administrative manager in a pharmaceutical company. we have 26 field staff. At present, we dont have any leave procedures following. Our field officers sms to my mobile if they are on leave that day. sometimes, they take more than 4 or 5 leaves per month by just giving sms to my phone like extending the leave for few more days or etal. Because of taking too many leaves, sometimes, it may affect their performance in the field work and the total outcome at the end of the month is decreasing.
I would like to control these erractic leave practices among our field staff. I would like to know if there are any different leave procedures to pharma companies and is there any problem we would face from the union. Kindly help me out to come to a conclusion to this problem.

Leave policy is formulated according to various applicable acts of respective states. You must have a written leave policy in order to control absenteeism and low productivity. Leave policy is one of the basic requirements of a HR policy and you must have it, if you are a pharmaceutical company.
You may have draft it on your own by taking reference from applicable acts and keeping in mind your welfare policies. You may also have a customized leave policy , drafted by us, if you wish so. You will find Leave policy drafts on your right hand bars, also you can find it on the top bar where "what do you need is written type leave policy and you will find the draft policies, do amend as per your need.
Draft a Leave Application Form and send it to all the Field Staff, they have to fill in the Leave Application Form and send it to their respective Line Manager for approval and the approved Application Form has to be received by you with in a stipulated Time Frame by you, and thereafter you can apply the leave accordingly. Any flaw in the procedure will be marked absent for the said day.

Looks like your company ignored that or did not implement it for field staff due to control reasons.
First, make a leave policy for field staff
(read the Sales Promotions Employees act so you do not violate the rules laid down under it)
Then you need to get that approved by the relevant hierarchy in your organisation
After that you need to communicate it to the employees and ask them to follow it.
The leave policy must provide for prior approval for leaves. Mostly the approval should come from the reporting manager or the zonal manager (or even sales head, depending on how your company is structured). He will allow or disallow leaves depending on the work load or may be the achievement of the employee. Further, leave should not be allowed beyond the no of days allowed in the leave rules.
As for union, well, no union likes new rules that put fetters on their members, so if you have a union, definitely they will protest and you will need to follow the rules laid down under Industrial Dispute Act (if applicable to you)
