That is a useful sharing for it has listed out some good points for consideration whilst drafting. I particularly would like to draw attention to the point on keeping related information together.
However I wish the point on use concrete words and examples was put into practice with some sample writings that would illustrate the points made.
Worth a read though.

It was a crisp business letter by itself !!!
I wish to make an addition about attachments.
Often one comes a cross a bulky document and the point of interest may be a small para in that bulky document.
Giving references about page number and para is one way.
Another way is to give the extract only, as a scan or within 'quote' and "unquote".

Not to find fault with what you have shared however, there are two important shortcomings in the check list.
One is that your check list does not talk anything about heading of the letter. You get the contents of the bottle you need to uncork it. So is about business letter also. To know about the contents, reader first checks the heading of the letter. Very few persons are able to give right heading.
The check list starts with first point as "Cut needless words and needless information." Ok, fine. Cut the unwanted information. But then it is also important to check "have I given needed information?" Many times the needed information is left out. This in turn raises the queries in the mind of recipient.
