The matrix will cover recruitment plan, training plan for the year, employee reward program, compensation and benefit.
The organization is a trading organization. It import machineries from aboard and sell in local market.

Are you designing the Matrix for Reporting structure in the HR Processes? Generally matrix are formed when the process requires multi - level decision making . Such as the Recruitment targets are given by the business heads. the HR head might allocate a part of the budget and strategise the recruitment . But the Recruitment executives would report to the HR head and in a dotted line to the Business heads. This particularly happens when the leaders are geographically located. The recruitment executive might share the recruitment tracker with the HR Head and the Business Unit head . The executive might take directions from his supervisors and support from the business units to incorporate the plans.
Please do share what is the operating model for your organization.

You are right the Matrix is for reporting purpose. There are several business units in different locations. Corporate Office monitors the overall activities of business units. So to compare the HR activities with Annual Business Plan the Matrix is required.
