Herewith I wann to share some proved tips about this skill
1. You do not need to be in a position of power. You need only be in a position to influence those in power. Few are in the prior and fewer are those who are not in the latter.
2. Find the the person whom you will influence to make your vision a
reality.
3. Keep your agenda a secret from those who would undermine it.
4. Share your agenda with those whom you trust. This will allow you to drum up support when the time is right.
5. Focus your vision by giving it a goal.
6. Do not seek permission to influence those in power.
7. Seize the opportunities to influence events as they come your way.

It is just not INFLUENCING that is required for the Safety Professional (SP). The SP needs to be KNOWLEDGEABLE about the activity that he is advising safety aspects on.
In my experience most SPs do not understand enough HOW the different activities are conducted. Hence when they try to influence the people regarding safety matters, they do not succeed. In most cases, the people from the line want SPs to understand their constraints before giving advise on safety.
I was and still am requested to give HSE advice & training purely because I was in the operations & maintenance before I move to HSE. Hence i find easier to INFLUENCE because I am familiar with the activities and can relate to the people doing the activity by suggesting better & improved (safety wise) ways to acrry out a particular job.

I feel the position of a Safety Professional is the most crucial.He is the one who is responsible for the safety issues of the organization. Our Org. shart knowledge & hierarchial system puts the position of this profile at a lower level in the entire system, but he is a very important person.
He should be able to convince & influence people. Whoever says, power comes only with position, this man if empowered correctly can be a boon to the org.

My views on the same:
Definitly a Safety Professional must having this influencing skill...
Cause in Indian Industries the Safety Professional even though in a very high reputed position of management, sometime fails to implement what he wants, or wish to implement... Even though if he is more knowledgable... Always fails to influence the top management...
The power of influencing plays a vital role when a top management personnel refusing any proposal first time and make him agree the same second time... The first objection towards any proposal seems to be not the genuine reasons... His mind set, or his routine, makes him refuse the same...
By aggressiveness we can influence others... But it may not sustainable one... Ones the pressure release everything will become in old stage...
Mainly Safety Officers in most of the Indian Industries appointed for the sake of fulfilling statuatory requirements... Hence being in a responsible position, without empowerment, makes the work done, really a tough job... Hence inflencing plays a vital role...

Little disagrement with your post...
Safety is something which we can't take apart from work... It should be inbuilt with work... Safety and Production is having equal improtance...
Say an example:
For making a wall, we are using brick and mortar... We can't avoid both if we want to make a wall...
The same is like safety and work... If you avoid safety, or only at the starting ensure safety, the work can get suffer at any time due to incidents... Its become a chance taking....
Say another example... For driving a car, you wear the seat belt and start driving... But it does not mean that you become fully safe... During the entire journey you must be very concentrate towards the driving... If the concentration loose for a fraction of seconds a major disastor can occur...
Safety is inbuilt with work... We can't separte it...

According to my view , Yes i feel SP should be of Influencing nature.
for the people to get influnced he/she shuold be knowledegable in his field, he should have thorough knowledge of process of his plant so that people cant befool him, he should be polite where required and strict where required.
he should know how the person infront of him will understand, what measures he should adopt, he should councel, traine, explain the hazards, & ill effects of unsafe jobs, he should counsel the site incharge or its spervisior,or where to hit. who is the right person or who is getting the job done unsafely, fulfill the commitment, make them realish that it is for them only...
If u have this much command than definately u will be able to Influence..
Believe me, i go on site round my mere stare will make them realise that they are doing things wrong or something wrong (unsafe practice) is going on. they themself stop the work and correct the mistake.
as Mr. Gopinadhan Pillai said, Yes we should know the process throughly so that we can advice them what really is possible or we can take advice from them tooo what could be done...coz giving suggesdtion is very easy.
i had also moved from process to HSE so i take the examples of what the people really do in field ....

I know a Safety Manager with aboundant knowledge... Who is by qualification and Engineer and having perfect knowledge in Statatory regulations... He is with one of the MNC's where infrastructre and fund is not a constraint... Even after that he fails to implement his views ideas and moreover safety management is a total failure in this case.... Only because of the lack of influencing skill...
