Bocw= building and other contructions workers employment and service condition act 1996.
One construction enterpres is need to get registered with the labour dept under this act.
There is a labour welfare fund under this act where 1% of the contract value is required to deposit by the employer.
This is a central govt act, which has been implemented by state govt. This act has been initiated to give social securities to the construction workers and workers of the unorganised sector.

Yes, it is the responsibility of Local Government authorities.
In the District Crisis Group, District Collector is the Chairman, other district govt. officials from different departments like Police, Health, Transport, Animal husbendary, Civil Supplys, Factories Inspectorate, Pollution Control Board etc... are the members in the committee.
Off-site Emergency Plan directions available in the "The Manufacturing, Storage and Import of Hazardous Chemicals Rules, 1989". You please go through the rules given in the attachment.
