Though your question doesnt indicate any area of interest and is pretty broad,nevertheless would suggest the following based on what i consider to be an interesting study.
1) Effectiveness of talent management in companies where attrition is high.
2) Comparison of Labor laws and policies between a developed and developing economy
3) Remuneartion trends in various sectors
4) Collective bargaining as a tool:how effective it is?
5)Effectiveness of international trade unions

The above topics suggested by other friedns seem to be good. However,
If you are doing a survey, the following can be of some use
1) attrition trend in industries -which type of people are moving out, people with how many years of exp are moving out, which department are losing people, which industry loses people to which industry, qualification, age group, level[oficer, manager, GM etc], people with how many years experience[total] are going out, people with how many years of exp. inside the company [exp. inside company] are moving out. this should project a fairly good idea.
2) Training - What type of training is requird for what type of staff. Training effectivness etc
3) Types of PMS followed in different industries, weightages given for differnet paramets, influence of values & ethis of companies

The above mentioned topic is very gud, i can suggest some more. If you want to do it in mfg sector you can do a survey for comparison of inbound and outbound training programs. In IT sector you can do a survey on Attrition Rate.
