Who is responsible HR -due to recruitment issue, fail to provide induction/ training to new joinees or salary issues or not identifying right person for the right job etc
Top Management - fails to groom the employees, having attitude issues, ego problem and always using lound sound on employees reporting to him
Government Policies- Due to Government policies, as happened in Real estates..

Hi,
In general I would say competitive market environment in the corporate sector (IT/ITES mainly) as the primary reason. Based on the Projects in hand Employer tend to poach from their competitor companies by awarding unrealistic hike ( for deserved candidates) there by they also become prey one day to other competitor company when employee leave from there also for another hike.
HR/Management role is also there but major contribution goes to the competitive market environment. IT/ITES employers should have a common Association where there should be some understanding between the companies on position based salary /hike/ no poaching till employee complete some stipulated years.
In other sectors say Engineering College salaries are fixed based on experience where the scale will be more less same in all Colleges. No body prefer to leave Govt job except when they move to higher position by appearing for competitive exams.
