I am working in a manufacturing company & it is going to be 3 years in another few months of joining. I am working in off-role under the consultancy payroll. It was during the interview the hiring manager said I shall be on off-roll for 1 year & later you shall be inducted on-roll.
Unfortunately the hired manager resigned & left the job for better prospects as he had a higher offer before my completion of 1 year. The new manager who has replaced has not considered me either for on-roll or salary hike. I had a good work performance, responsibility & a do-saying attitude but there is no luck.
It is now 2.8 years passed, still I am getting the same salary for which I had been hired for. By communicating to the manager, he said to wait for 6 months & later for another 6 months. Finally after completing my 2nd year still it is not fruitful.
Is it good to continue in off-role without salary hike or shall I quit the job & look for better prospects.

Look out for another job, w/o quitting.
Take into a/c notice period and any formality of your present company for exit while negotiating with other companies.
I am not aware of your qualifications,skilletc,but seeing the job market where PHDs are applying for peon job,I would advice hold on with thejob and continue to earn while being active to get better opportunities.
Probably in mean time do some skill development courses.

I am MBA from HR domain. I am now in notice period of one month. Though I tried new opportunities in other companies I failed due to hiring people by reference. Also I came across couple of offers but for the same off-role position which I was not interested.
Continuing in this company is difficult as I am unable to recoup my monthly travel expenses.
Advice for further assistance.

Its better that you go for any job in a company that is better than past either Off-Roll or On-Roll.
Later you can find a position which you have aimed for. Being not employed doesn't give a job. There are many who face some challenges for few months with no job.
Better to go what you get which has higher packages than previous.
