the questoin was good part. but i think for that past 1.5 decade where HR is seeing some turmoil of changes with makin it a profit center and not cost center, it is becoming knowledge based work.. but till the time HR was considered mroe of administration job that it is labour intensified.. but now it is by knowlede a person lives in the fertinity. but the etnry level jobs in a recruitment consultancy were it is not much of knowledge and more of labour intensified make me thnk about it again.. but i think in general it is knowledge based only

Hi Sreenivasan,
As the economy moves towards a "knowledge based economy", HR also moves towards "knowledge based". Even in brick and mortar companies, HR moves from a labour control portfolio to knowledge based strategic portfolio which contributes towards value add in the company.

i just want to add one more think with the econmic point of view. when HR started to change is india ver much with new concepts than a administration. when it went to globalisation. companies were facing heavy competition that time marketing were helping them. but as the markting concpet also couldnto sustain the company very well. the need to look on some other factor stood up which is HR. as a strategic end and as edge in the business than others top peole to look on HR.. this started for more changes in HR. as in the developed nation. they need to reduced their fixed cost since their market is gone to a full use. so they needed to go for few more strategies to comepet so they concentrated on employee which is the next big cost in a company.. this also led to outsouring...
so many factors has come to play.

Hi All,
HR is definitely Labour Based and not Knowledge based, as HR controls and coordinates "Labour".
As long as Salaries will be shown as Expenditure by the Organisation and not as Investment all employees will fall under the term "Labour" in respect of calculating profit and Costing.
To be precise the term HRD is knowledge based as long as it sticks to the Development part only trhough Training and other methods.
If Recruitment is Knowledge based then every process right from operating a lathe machine to flying a plane should be termed as
knowledge based.
What do you all think?

the question here is whether HR is knowledge based or labour based?
HR works on what basis, obviously not on just labour but knowledge, u can get labour from newhere for HR activities but only if the knowledge is there..

I agree with what Dips has said.
I think in today's world it is not right to say that HR "controls" labour. We should get away from this notion of "control". HR guides the labour in the right path in line with organisation vision, values, goals etc. HR provides all assisstance to the labour to put in their best efforts and thus get best results. HR provides inspiration (not motivation) to everyone. Of course the various methods for achieving all these are training, career development etc.
The fact that Management is "helping ordinary people to produce extra ordinary results" is true for HR Manager also.
