I am working with an IT company in HR deppt..
We are in process of implementing the gradation System.
I am seeking input from you that how we should go about it.
There are mainly three departments : Engineering, Operations ( HR, Admin & Accounts )& Marketing.We have got various heirarchy in the organization.
In engineering we have got hierarchy this way : associate Software Eng.( SE)-- SE- Sr. SE--System analyst ( SA)--Sr. SA--Team Leader-- Project Manager--Consultant-- Sr. Consultant --VP Eng.
In Marketing we have relatively smaller hierarchy : Assoisiate marketing exec--Sr. Mktg. Exec-- Mktg. exec--Asst. Manager Mktg--Manager Mktg.
Similar way in Ops. also.
Now my query is how to define the grades ? On the basis of Roles/ Responsibilities or Experience or Salary ?
Salary base would not be feasible because If you consider IT Industry, then it may be possible that the subordinate may get more salary than his reporting boss, Moreover this bound to be happen that Head of other departments than Engineering may draw salary similar to the Sr. SA or TL ( 2 to 3 level down in Eng. deppt. ). So this also my generate gievances among the HODs in the Company if we put them in respective grades which are based on salary. Furthermore it would be very cumbersome to have departmentwise grades.
So please let me know how to tackle rthe situation.

All organisation in general have 5 levels.
Visionaries
Strategist
Operational Heads/Specialists
Coordinators
Doers
Whatever way you designate them, at the end you will come across with these 5 levels.
Point 2
Identify all employees in terms of Roles as classified here
