My personal suggestion is forget about getting a separate Safety Manual. Try to get the operations to include safety aspects in the operating procedures using Job Safety Analysis where operations are involved.
A separate safety manual is only read or used by safety personnel or whenever there is an incident /audit. This then defeats the purpose. It is only as a document in the quality system or a reference (not normally used by the people who need to practise safety.

In the safety manual under the clause-Obligation of Workmen at page-64,the 'not' should be used after 'shall' in all 3 directions for workmen. SKHota

you can write to National Safety Council, Central Labour INSTITUTE complex, Sion, Mumbai with request for supply of the same.(they have different type of safety norms/precuationary pamplets for different chemicals) Or you may write to Chemical mfgrs. association(addressed to searched on net) and simulteneously make use of the advice given by Mr. Gopinath Pillai.This can help you to come out with a good manual.

Sir , as per our Quality management system , as mentioned in ur manual most of the thing are addressed in our system.
Actually , Govt. aurhorities wants that short booklet/ manual must be with employees/contract labour so that they get clear idea about overall safety processes in chemical industry . we already told them that we have OEP , we conducts trainings, Mock drills , HAZOP, displays are present at prominant places.

if we are aware abt the above we may keep us away from accident or mishap
As far as chemical industries are concern it very safest as well as very very dangerous that depend upon how we are reacting safety norms if we are alert then chemical industries is very safe otherwise wiseversa,.
although safety manual for different industries are different but basic funda for all safety manual are same .man & machine both are main factor for safety .
there are different safety manual but proper utilisation of safety manual is right act & right condition
there are a lot of aspect related with safety which can't summarise meanwhile.
