If one of the employees is working for the first 10 days of the month with 1 weekly off and He remains absent for the rest of the month (next 20 days). Is he is eligible for the next 4 or 5 weekly off's in month?

If one has not worked for the remaining period in a month after the first 10 days, then one is not eligible for paid weekly offs occurring in the month. The concept is that the first day of the week is weekly off and then the employee is to work for 48 hours in the next 6 days to earn the next weekly off.

What if he has applied for leave for these 20 days?

Even if he applied for leave, the same rule will apply
He will not be paid for weekly off when he has not worked 6 days of the week.
All cases where he is on leave before and after the weekly off, definitely weekly off is not given.

Dear Colleague,

Employees are either daily rated or monthly rated. In case of daily rated employee, usually weekly off is unpaid whereas for monthly rated employee, weekly off is paid .

In the instant case, if the employee of either category is found to be unauthorisedly absent and treated as such after his explanation is found to be unacceptable, then the entire period of 20 days is unpaid. But if the said employee is granted leave , then in that case , his weekly off is payable if he is monthly rated. For daily rated barring the days of leave , weekly off days are not payable.
