We are planning to support to our female employees for their Higher education (Diploma to B.Tech /BE) but they all are Contract employees with 8 + 8 months contract. how we need to proceed or can it be possible to share any policy or Scheme details for the same.

As far as Contract Employees are concerned you need exercise very clear boundaries of managing them. There are numerous judgement made laws are there in governing the contract labour. In such scenario it is not suggested to have any direct policy on the matter of supporting their education. But your intentions are very good and to be appreciated as you had gone step ahead in thinking and proceeding to support for this good cause.
NOW : How to support your female Contract employees for their Higher education (Diploma to B.Tech /BE) how you need to proceed.
The best possible way you can support then is only through the CONTRACTOR. How it can be done is you may simply ask the CONTRACTOR to lay down a process chart from A) Joining B)Course Duration- C)Course Fee- Tuition Fee- Exam Fee - D) List of permitted Courses for assistance eligibility- Ask the contractor to include courses that are useful / have direct impact on skills to improve or add value to your business so that their contribution is useful for your business also. Then you may operate it as a REIMBURSEMENT TO THE CONTRACTOR as a separate invoice as SKILL DEVELOPMENT CHARGES. From this the reimbursement may be done by the contractor with prior approval system from Principal Employer. You may make out a simple flow chart and do not have any documented policy and land into trouble of " SUPERVISION" and so on. Everything has to be operated through the contractor in terms of documents but orally you can meet the employees, suggest them the course as a guidance and encourage them and so on. But no document should show involvement of Principal Employer as it may be used against and operate this only to the REGISTERED / LICENSED CONTRACTORS.
