which Act will be applicable at my set up for drafting leave policy & what do I refer for the same.

Since yours is a Pharma Company having a sales force of 200 employees, the Sales Promotion Employees ( Conditions of Service ) Act,1976 and the SPE Rules,1976 are applicable to your establishment. Better refer to Section 4 of the Act and Chapter II of the Rules which would give you all the particulars relating to the types of holidays and leave, their scales, sanction, clubbing of leave with holidays etc., so as to draft your leave policy.
