Dear Hamid,
First decide on what parameters you would like to measure the performance of the transport department. Training department is created in order to augment the performance of the transport fleet. As per my understanding, because of the employee training, following ratios need to be improved:
a) Mileage per KL of fuel per vehicle
b) Transport availability
c) Servicing cost of vehicles against total cost of the transport department (exclude capital cost of the vehicles)
d) Cost of inventory of spares against capital cost of the vehicles
e) Employee cost against total cost of the transport department (exclude capital cost of the vehicles)
f) Number of accidents/incidents per year
g) Cost of accident against total cost of the transport department (exclude capital cost of the vehicles)
h) Number of passengers ferried per vehicle per month/quarter/half year/year (if applicable)
i) Cargo in tons moved per cargo vehicle per month/quarter/half year/year (if applicable)
j) Cost of movement per passenger per month/quarter/half year/year
k) Cost per tonne per month/quarter/half year/year
The above ratios are representative. Whether you conduct training on soft skills or technical skills, always keep in mind that the training should be conducted to improve the ratios. Training effectiveness would be ratio before the training and ratio after the training.
