I wanted to know the soft skills and functional skills required at the managerial level, for example a manager will have a good knowledge about the particular department he/she is in but apart from this, if he is handling a team or a group he must have the required soft skills which are needed to communicate with the employees so much so that he has a better understanding about each and every individual, and is able to establish a better connection with them so that the employees feel protected, helped and motivated. This can motivate the employees which will make them feel more associated with company henceforth they will put in their best efforts at work.

Dear Saransh,
Is your query in your personal capacity or you are asking for your company? If in personal capacity, then you may read books on various skills like communication skills, listening skills, questioning skills. You may attend the training programmes on these subjects.
In case if you are asking for your company then you may organise training programmes for the managers of your company. However, mere conducting the training programmes is not sufficient. Going further, you must ensure that department's productivity is improved because of the training. Otherwise, training efforts will go in vain!
Thanks,

Welcome to Cite HR family!
Soft Skills are necessary for a person's growth.
Your message is too long and presents a challenge for
the reader to comprehend your ideas.
Yes Communication is important.
Apart from that all other soft skills like Leadership, team building, conflict management,
stress management, time management, body language etc have to be learnt.
You can search in Cite HR archives for more information.

your concern for motivating staff through better communication is laudable. Mr.Dinesh has explained the key soft skills to be learnt and the means to acquire them. The soft skills will really yield the behavioral outcomes when they are supported by the culture of transparency and respect. Both go hand in hand. .
