How hard is to to write a simple email listing the employees names and making the request as you have written above?
It's only an email, not the great Indian novel you are writing here. Don't overthink this, it is not difficult. If you hope to continue to work in HR, then I would recommend you take some courses in writing and communication skills. You are going to have to write far more complex materials as you progress, so best to start solving that problem now.
