Maharashtra chief minister Devendra Fadnavis on Friday approved necessary changes in rules to enable applicants like labour contractors, traders and industrialists get necessary permits in three days.
"Now, those applying for permits under the Shops and Establishment license and permits to start factories, will get them in three days," an official release said.
Failure to grant permits within this period would be deemed as "permit granted", the release said.
Fadnavis has also decided to modify the Contract Labour (Regulation and Abolition) Rules, 1971 to enable a labour contractor to get registration permit within three days of application, it said.
Earlier, labour contractors used to get such permissions for a one-year period, but as per the latest norms, they would get these for an indefinite period.

Dear Keshav, What do you feel, corruption in Maharashtra Labour Department and Gumasta Department will get reduced due to this? Is corruption in PF and ESI reduced due to online registration?

Whether the corruption levels will reduce is something none of us can tell.
However, now the businesses will have a valid approval / permit with immediate effect instead of being in suspended mode for months together.
The next move should be to,out these documents and their status online.
I think the move of PF department to initiate the online portal is very good for common users who now know the status, their balances, etc. set off and reconciliation is also eliminated. Deoartment officials can't oass orders where miney is not received or mark a record with retrospective effect.
So definitely the scope for corruption has reduced. But there are still those who want the out of line, and they will continue to pay.

Dear All,
Please find attached draft notifications by Maharashtra Government on amendments in
1. Maharashtra Factory Rules
2. Maharashtra Contract Labour Rules &
3. Maharashtra Shops & Estb. Rules.
These notifications are inviting objections and suggestions from all within stipulated period as mentioned therein. On expiry of the period stated, draft will be taken into consideration.
There is a huge hike in licence fee, registration fee and in security deposit under CLRA.

True. But the provisions are very forward looking. May be the state will again be the preferred location for industry.
