I do Accounts/ Admin work in a small size IT firm. For some time now, we have been having challenges managing workers lateness to work.And my boss has told me to go and set up polices to managed that.
How should i go about this; we resume by 8am and close 6pm with 1hr lunch time. Should a latecomer forfeit his/ her lunch time or close late in order to make up for the time lost?
I would highly appreciate your professional advice.

There are two things about handling employees' late coming. It depends on the nature of your business within IT.
Do you develop any software? If yes, then for software developers you need not bind them in certain hours. You may offer them facility of flexitime. At whatever time they report, they do their duties for 'x' hours. In India, this method is widely prevalent in the IT sector.
If you are in service organisation where direct or indirect customer interaction is there then punctuality is most important. You may have the shifts within day time i.e. somebody comes at 0800 hours, 0900 hours and 1000 hours etc. Early comers will go early etc.
By the way how hours of work is prescribed as per the labour laws of your country? Can you have 10 hours of workday with 1 hour lunch break? If possible, then you may try reducing it. Possibly late coming could be result of weariness caused due to long working hours. Just check whether productivity increases by reducing the number of working hours. From the business point of view, having productive and committed staff is important rather than having human machines who occupy chairs for 'x' hours.
Last but not the least, have you checked with your staff on how to solve this late coming problem? Have a meeting with them and conduct brainstorming session. Possibly few better ideas may emerge.
