Dear Rakesh
Normally the candidates will negotiate by showing the strengths and positive points while fixing the pay package. Like that you can make the negative points of the candidate and explain him the scenario. Further you can inform him as he has been selected by considering that he will prove in his performance. If he proves himself then the revision will be taken into consideration for next appraisal.

Pls go as per your internal guidelines / salary matrix, ability to pay, internal parity, etc. It does not matter what the candidate is asking, what matters is whether he is worth that salary, considering his competencies, skills & the above mentioned factors. If he is an extra-ordinarily skilled person, u may take a special approval of mgmt to accommote his case.

Thankyou Rakesh for sharing the outcome. Request you to keep the employee's satisfaction in view.
I appreciate you being able to convince, but joining at a lower pay package than what he expected , shouldn't breed dissatisfaction, in the long term.
Acknowledge his vision to his career with growth opportunities in the firm. He needs to see a value in working for the firm and not lament or continue to look for higher packages.
Wish you all the best. Congratulations once again
