Hi Madhura,
Though I am not very experienced like the seniors in the forum, have gone through similar situations..so would like to share my little knowledge with you..
As per my knowledge, HR round of interview is basically held for judging the person's personality. Personality includes character, temparament, presence of mind, past experiences, and general compatibility with the organization.
You may ask about his/ her background to know about upbringing, family background, his previous jobs, why he shifted (it gives us a little idea about his nature- whether jobs shifted for better opportunities or just like that, and also about loyalty to an orgn.), his future plans, some questions may be asked to judge his behaviour (such questions are available on the posts in this forum itself!), and based on the feedback of the TECHNICAL experts, your role also may be to negotiate salary, perks,etc.
Don't be afraid..you will do it.
For more info, search on cite HR only. You will get excellent tips for conducting HR round from our seniors, too.

Well i feel you may need to start a bit from the basic well can you tell me the employee strengths in your firm and also with the kind of organizational culture you have over there so that i can help you out. As an HR you have to understand your organization as well as employee well enough.

Background study required . :
Identify your company's work culture and write down the characters you see amongst your best employees .
Create a matrix of all these characters.
Now , when you interview you a candidate for HR :
Ask about his
1. past experiences ( personal , career , educational) ,
2. present ( what he is doing , and how he is doing it , his relation with friends and colleagues and boss ) and finally
3. his future plans ( whats his ambition in life , how he is going to solve any of his issues , what values he is planning to add to your company ..etc )

Whenever you see the character you want , in past , present and future of the candidate make a note of it ..... and see if its all aligned .
If the candidate's character matches your company's expected characters , then talk about pay , perks ...etc.

As it is a small company i am sure some technical person would have a last say in hiring.
1. Get a through check on his educational background, check if there were any slip ups in terms of year down. Check the consistency in terms of getting first class or distinction in this entire board and pre-broad and final degree papers. If any certifications he has done.
2. A through check on what is last drawn / if he had any increments during his service in his previous company (What is the percentage / If there are more than 2 increments note all possible) / What was his salary at the time of joining his previous organizaiton / If any appraisal is in process what is the likely percent hike he is expecting / Are there any additional perks and bonuses that he gets apart from the salary / And lastlt what he expects. Before finalizing an offer ask him to send his last month salary slip.
3. Check his resume throughly if there are more than 2-3 jumps in one year may be then he is not a good option for your company.
4. Most importantly "Why he is looking out for a change" the kind of replies that you get will give you an idea whether it is a casual hop or is a planned one. Try and probe him to give a close to acceptable answer.
5. And what made him to change is current company?
And while conversing him you will get a feel of what is the attitude of the person and you can add your comment.
I am sure these sets of good ground level questions will give ur seniors enough dope and will be able to make more informed decission in hiring.
Advice you to make a standard word template. So that you can just fill in during or after the interview is over.

I have recently taken charge as HR functioning alone in an IT company and I had an interview to handle independently and take decision. Here unlike what was mentioned in the forum that the technical people will have the last say in hiring, it is the other way round HR Decisions are final. So I was totally tensed and was searching all sites for tips to conduct HR interview. I got really useful information.
I have one request, if anyone could help me in depth reagrding how to know the attitude of the person, any parameters that you use to determine attitude character etc. and how to decide whether the candidate will be loyal kindly help me with some other good interview questions and tips.
