Plz mention what is the subject you want to do your project on, thats the most important thing.
Also, write down the objectives of doing that particular project and then you can initiate it.
Unless the topic is not decided its very difficult for us to guide you in proper direction.

Its you who has to decide on a topic, please select one, mention the objectives of your study of that particular subject, do some research over the net, read some books and collect some material....and then you shall discuss it here and people will surely help you.....

Unless you decide the TOPIC of the project, how will they or anyone else help you? What do they help you on? It's your cat--so YOU have bell it.
Since you seem to be so confused, suggest you go step-by-step.
FIRST decide the TOPIC. Then the subsequent steps will automatically follow.
Even in the Police dept, I am sure there can be so many topics that one can decide upon--though I am not in that dept, I am aware of the internal scenario to an extent.
In doing so, suggest you keep a few things in mind when you decide the topic.
1] Which area are you comfortable with dealing in your project?
2] In which area/dept do you think you will get co-operation from the seniors concerned who would be involved in your project?
3] When you broadly lay out the topics you want to consider seriously, check out the approx timeframes each might take to complete. This way you will avoid choosing a topic that may take more time than your academic project timeframe allows you [or inversely, choosing a very small project that's finished in a very short time].
4] Make contact with the Establishment Branch & the actual Dept which would be involved in the project thru your Superior/Dept Head--I am sure you are aware such protocol issues may make or mar the whole effort.
5] And finally, last but not the least, think of how EACH of the possible topics you want to consider CAN BENEFIT THE DEPT--you will need this info when you sell the idea to the concerned people in the concerned Depts.
Whether they will actually be put to use after you submit your Project Report to them [which I think is mandatory in Govt depts] or not isn't & shouldn't be your concern--we know how many such efforts get filed & forgotten. If they use it--well & good. If they don't--well & good. That's your concern.
