While seraching for job i came across the follwing JD published by Microsoft for their requirement. Please have a look and let me know that what all skills and areas i need to work upon so that in future i can apply for such a position with confirdence.
There are several training houses ( hr house and Ajex)which give training for improving skills on various field og hr., are they feasible to attend?

leading an HR team of two FTEs to develop, manage, implement and integrate the people strategy across the seven STB IDC business units. This is an exciting and strategic role as this Sr. HR manager will be on the front lines of the challenges and opportunities relating to distributed development. This roles primary responsibility is to drive the changes needed to help enable and realize the Distributed Development opportunity via management excellence, strong client interaction, and a strong push for integration with Redmond counterparts.
Key Accountabilities
To work closely with the all seven business unit heads and their leadership teams to understand their Business Strategy and enable effective collaboration as well as to develop people strategies that create improved business results.
Main Responsibilities
Business Partner - Master the business, diagnose people implications and recommend actions around people strategy. Serve as a key member of the IDC HR leadership team to assist in driving business results. Drive systemic organizational and people strategies that are aligned to the business strategy. Work closely with Redmond HR partners to ensure seamless strategic management of the organization.
Change Agent and Org Development - Partner with and coach business leadership team to facilitate organization and culture change. Act as a catalyst for building Organizational Effectiveness within the business. Educate business on HR trends that affect the business. Acquire business sponsorship for HR initiatives.
Represents and drives all aspects of the people agenda.
Project management - Lead implementation of core HR programs across the IDC and India into the business insuring an effective, sustainable people strategy over the long term.
HR Generalist - includes employee relations, manager coaching, compensation and benefits, organization capability, legal compliance, senior level recruiting, performance management and appraisal, training and career counseling.
Partner with POC and Staffing to deliver holistic solutions to people issues in the businesses.
Knowledge, Skills and Experience
Experience
7-10 years experience in a professional HR environment, which serves the business as a strategic partner.
Minimum 2-4 years people management/leadership experience.
Employment relations / employment law expertise (Broad Knowledge/Exposure across multiple geographies, rather than a specialist in a local geography)
Ideally experience in business w/ global development center exposure.
COMPETENCIES:
Strategic ability - able to develop, plan and follow through strategic policies and direction for HR;
Change management - able to anticipate issues, problems and opportunities inherent in major organization and HR change efforts;
Problem solver / solution provider - connecting to internal clients and team to overcome HR issues and develop creative HR solutions;
Impact and Influence - create strong credibility with Microsoft’s leadership through consultation, negotiation and providing informed opinion to influence;
Strong Collaboration Skills - able to quickly develop relationships with associates throughout the organization and establish partnerships with colleagues and internal clients;

I am into CSR (Corporate Social Responsibility) domain, I often come across the term "SKILL DEVELOPMENT". Specifically the state of gujarat is very high on it. Otherwise too, majority of CSR initiatives involve SD and revolve around it in terms of English and Computer Training, per se. [Clarification: SD is not just limited to English and Computer Training but it exceeds to many other domains as well, I am sure you may be well aware of this.]
So it is clear that not only a state but the entire nation is eying to build "Skills" among Indian Youths by the year 2020, with National Skill Development Mission policy being announced and activated.
My question or rather curiosity is, (1) Does "SD" fall under the domain of HR, can Dip. T&D address it in case if one wants to build a career in the domain of SD (say, me) (2) Is there any specialized course/degree/diploma specifically available for those who want to act as SD Trainers/Facilitators.
