LPG cylinders are commercial and NOT industrial,
for industry, there is acetylene cylinder to be used,
However the establishment has to obtain approval from 1) Factory inspector (Chief) 2) Fire department, 3) Pollution department ..before start of using

The proper reply may be with Ministry of Petroleum and/or Chief inspector of factories, as there are several uses of commercial gas from restaurants to heating of plants, direct exposure / use of LPG (propane) is always restricted in indian environment
This is HR forum and we discuss about the HR solutions, not the chemistry of Oxyacetylene vs propane gas compositions and uses
