Hi,
According to my knowledge Hr is a bridge between the employer & the employee and he has to serve them both equaly.
Hardcore HR functions are
1. Recruitment - To select right candidate for right position.
2. Payroll - To manage the salary , compensations & calculation with accuracy & with zero percent mistakes.
3. Administration - Overall maintainance of office property.
4. Employee retention - Grievance handling , Appraisals , promotions , taking timely feedbacks & lastly solving their queries if any.
5. Maintain a good relations with employees (collegues) because for an HR their employees are their big assets because this employees only keep the company moving.
I think there must be still more points left.

HR Function includes the following :
Taking care of on board formalities like documentation,filing ,Emp ID generation,Mail ID creation,Bank Account Opening etc.
Coordinating with system admin team for New System request for new joinee.
Taking care of Induction Program
Payroll administration
Leaves Management system (Including Compensation leaves if any as per company norms)
Taking care of Attendance system
Employee Retention like : Appraisal System,Probation Process etc.
Handling Employee Grievances for smooth functioning.
Coordinating with Vendors on BGC's.
