I have been appointed as a HR Manager in a Real Estate firm .This firm lacks proper HR system.
So planning for a comprehensive Hr module . They are listed as follows:
1. Human Resource Planning, Organization Chart, Hierarchy , job description:- Designing Organization chart/ hierarchy of company, man power planning, framing job description.
2. Designing policies:- Framing policies for the following
a) Quality and Safety
b) Recruitment and Selection
c) Induction and Orientation
d) Administrative policies – (Attendance, leave, holiday list, lunch break, tea break, payroll, cash handling, pf,esi,personal file maintenance, delegation of authority, house keeping and maintenance, grievance handling, exit interviews)
e) Training Policies –( Designing training system if applicable)
f) Performance Appraisal – (Appraisal System, promotion, increment)
g) Welfare policy – (Get together, festival celebration,canteen/pantry policy, mediclaim, Retirement)
3. Recruitment and Selection:-
a) Taking requirement from senior level
b) Planning job description
c) Sharing with consultancies
d) Posting in portals
e) Screening cvs
f) Shortlisting
g) Coordinating interview,
h) Negotiation with candidates
4. Joining Formalities:
a) Handling joining formalities
b) Issuing offer letter
c) Collecting documents
d) Appointment letter
5. Induction and Orientation:
a) Conduct induction and orientation of every joinee ( Sharing co. policies and job responsibilities)
b) Handing over welcome kit and office stationary
6. Maintaining MIS/Employee data :
a) Filing employee data
b) Recording in proper system
7. Attendance and leave :
a) Recording attendance and tabulating for payroll processing
b) Leave sanction and updating
8. House keeping and maintenance:
a) Maintain proper cleanliness
b) Annual Maintenance /Repairs
c) Stock handling
9. Training :
a) Framing training system if required.
10. Counseling and grievance handling:
a) Maintaining office decorum and discipline
b) Motivating employees
c) Counseling site supervisors regarding site discipline
d) Escalating issues to higher department if required
11. Performance Appraisal:
a) Framing proper appraisal methodology
b) Designing incentive/bonus schemes
c) Increment / Promotion scheme
12. Welfare Schemes:
a) Canteen / pantry facility
b) Get together/ team lunch
c) Mediclaim/ insurance
d) Retirement
e) Festival / birthday celebration and gift

Dear Colleague,
1 You need to frame draft HR policies on the subjects mentioned by you and then develop SOPs.
2 You need to include following:
A) work place Discipline and disciplinary actions
B) Post - seperation formalities relating to full and final settlement of dues
C) Transfer policy
D) Reimbursement of expenses for company's business.
E) Women's safety and Sexual Harassment policy.
D) Wage/Salary and fringe benefits policy entitlement ,payment mode etc
Above are some of the topics which came immediately to my mind and there could some more which you may like to consider.

Most of the areas being covered.as whole gamut of HR is so dynamic.It will actually call for Analysing and ensuring formulation of a overview plan and create departments / sections/ subsections where in assigning various responsibilities and authorities.
More important is IR issues arising internal and external of organisation should also be covered.
Plan,Direct,coordinate and control should be the part of Policy for managers and above.
