I am also going through same problem, recenlty there is no one interested to work in Insurance sector, I have searched all job portal, but till requirement is not completed, please suggest me other ways besides job portals,

You can go for the campus recruitment, job posting in the local news paper/websight like Sulekha (I think posting a vacancy in Sulekha is free) put a big paper/cloth poster outside your office "WE ARE HIRING". Explore some other innovative ideas. It works.
I am attaching herewith the profile of the person known to me. He wants to make his career in HR. If you can help.

or the best way these days is to contact a consultancy....and in ur terms and conditions write this as a point that consultants would b paid aftr 6months and after the employee is given a green sinal to b permanenet....
u can evn subscribe to naukri etc and pick ppl frm thr......
