My suggestion is that HR's mostly responsiblity is to motivative the employees by giving them boost by different ways like finanancial or non-financial benefits. This is the way how the co-workers will trust you,if you can reserve the gift for them and will handover to them personally with a smile on their return. This will bring transparency in the system and the faith/trust of the employees will be more on you. This will also give you the inner feeling that you have delivered the right service for the right cause of the organization.
