Hi,
It depends on Company to Company policy. Well in case of deduction few criteria's are taken care that in which manner the deduction amount is calculated. If your Company policy says that any kind of damage or repair cost will be borne by employee then you need to adhere to the Company policy.

Normally every company will have their asset policy wherein they will deduct the depreciation from the value of the object year by year. Electronic instruments, mobile phones, laptops have higher rate of depreciation and after 3 years of usage the value would be less than 25% of the actual cost. Likewise, these device given to the employee (for discharging his duties effectively) also have the depreciation value. Here my point is as you have already used the laptop for 3 years for official use (the value would be very less by now) and the damage is accidentally happened, you may request the management to reimburse the expenditure that you incurred.

The company may say "carlessness in handling company's property". You would have signed an undertaking, while taking possession of the laptop to the effect that you will maintain the property in good working condition. Have you ? The answer is NO ! Had you signed such an undertaking, the amount cannot be reimbursed to you. Better to check with your HR department.

The individual should quietly get the HD repaired or replaced from his own pocket. After all HD fell while at home for whatever reason.
The employee is expected to take reasonable care in protecting and using company property specifically entrusted to him.
The employee should understand that work at home is a big privilege for them.It saves trips on road, traffic, heat etc.
Instead of saying I will work in company on desk top,he should find out what company policy on these kind of accidental damages and adhere to that.
Any other reaction will only give him a bad name.
