Since you will need to initiate the process from the scratch so I can suggest that firstly u should concentrate and set the basics right
like Start up with the records of the employees,maintaintheir proper files,leaves,attendance
2 understand the reporting hierarchies carefully and the way things move on
3 Draft the policies if there are none or else check the existing .Suggest some constructive changes if you feel like.
4 Do get yourself into a comfort zone with the employees.They should feel that somebody has come to handle their complaints,grievances etc
First set the platform and then you can move ahead
