Obviously the Manager.. Leader is the person who leads a group for a specific purpose. Manager is the person who will have more responsibility like planning execution administering etc. There is always a wide difference between team leader and team manager.

I strongly agree with Jkct that managers comes first to leaders, though confusing in some degree. There are managers that are leaders and leaders that are managers. Managers are inclined to planning, organizing and coordinating,while leaders tends to motivate and inspire. The manager has the greatest of these responsibilities than a leader.

It is not clear that in which context you are asking this question. Let's have a look at the stated problem.
Let us assume that Leader is the one who sets a vision and mission, inspires and motivates the people in the organization.
Let us also assume that the Manager is the one who does the planning, organizing, coordinating, managing and get the things done.
If the above assumptions are accepted then the answer becomes clear. The leader is the one who envisions a future and set the forces and resources in to motion. He is the one who set the objectives and strategy for the organisation. The manager comes next who implements the strategy to achieve the set goals.
There is no question of who is great?! Both are equals and necessary for an effective organisation. The CEO sets the vision and strategy and the managers get it done.
There can be a visionary manager or manager who can also be a leader.

Hi!
This is similar to the chicken and egg question. Maybe, the best approach to determine which of the two can be considered higher (bigger) is to treat them both as real jobs, and put them into the JE (job evaluation) process using the point factor methodology (like Hay). Am sure their scores will clearly show which of them is a bigger (and first?) job.
