First of all you need to define the desired skills that is required towards the execution of work. Then evaluate employee’s current skill levels which is each employee’s current capability to execute the work. Finally match the information to a skills matrix.
You have lot of resources available online. Refer it for an idea. But skill sets related to your field you alone will be knowing better. If you are not able prepare by your own hire a professional consultant who can help you with one time process and there after you can manage.
