I am working in an IT company as a hr, my CEO wants me to prepare resource management plan or strategy and identify the current utilisation scenario like resource mapping - please suggest me ways to identify it.

For an IT company, the major resource is human resource. About 70-80% of your company's spend is "Employee Cost". Therefore, your focus should be on human resource utilisation. Your other focus could on utilisation of capital equipment.
To give further reply, you need to provide further information. You need to tell us what is department-wise manpower break up, what are their measures of performance, what is gap in attainment of those measures, what type of capital equipment do you have, what is Internal Rate of Return (IRR) for each equipment etc.
In the manufacturing sector, to derive the productivity measures, they conduct "Time and Motion Study". What similar study have you conducted in respect of your company?
