First you have to identify the required level of competencies for each role. Then rate the actual level of competencies for each role. The out come of these two exercise will generate competency gap. Its this gap you have to address or recommend for training. I had posted some times back a tool for Competency gap identification in this site. Please go to this link.

Competency is a combination of three different attribute (Attitude, Skill and Knowledge -ASK).When you talk about competency you are referring to somebodies quality of being adequate for the required task.If the person does't qualify to be competent, then you look into ASK attributes and work on them by training/counselling/coaching.
