Normally for any job, employers seek qualified persons.
But it is not mandatory that HR cannot be handled by a non qualified person.
Working on an HR job is very enriching -you learn a lot .
People to people interactions, labour laws and so on.
One can always do a diploma in HR and learn while working using common sense first.
How big is your firm?
How many employees and branches etc?
Is this appointment temporary or permanent in nature?

Dear ..., The qualification for HR personnel serving as Welfare Officer in factories is laid down in Factories Act 1948 and its Rules. You are obviously not meeting the requirement. That apart, there is no other legal shortcoming on your part. The management, probably looking at your 'people skills' has thought of giving you additional responsibility of HR function. HR offers unlimited scope for career growth and development of personality. You are not professionally qualified may be an initial handicap, but if you have a competent team to help and advise, you will be able to manage. As you gain experience and knowledge, you will develop the required competencies and will be able to discharge your duties more professionally.

Dear Friend,
Well you can look after the HR aspect of your organisation, if you have confidence to handle the day-to-day affairs of the organisation. You can be a Manager for HR but can not be welfare officer of the organisation because it requires certified course.
