You are catering manpower services to which sector whether IT or ITES or Construction or any other field ?
Once you finalize on the above you may share the Company profiles to related Companies about the services you are providing and your service charges etc. You may use portals like Linkedin for more better reach among Clients.
You need to have Company profile in place, decide on referral charges, keep some Agreement template in place to enter into place and also how you are planning to identify the desired candidate.

It is like getting into water and learning to swim ! Starting the business is not opening the shop and look around for customers. Even before opening your shop, you should have designed a marketing strategy. Who could be your target customers , which kind of industries, what kind of candidates you are going to provide, how are you going to get job portals etc. There are different kinds of manpower requirements - blue collar jobs, white collar jobs, IT industries, security, healthcare etc etc. You should get into internet, download details and send a mass mail, telling about your business, the kind of service you are providing, the terms and conditions etc etc.
