If Employee applied for EL, One day before and after the National & Festival holiday or week off, (continues 3 days) can we consider it, as 3 days EL or what?

National & Festival holiday need not be considered for PL/EL, but a weekly -off falling in between the leave period can be considered and thus 3 days EL/PL shall be applicable.

EL is earned leave calculated on Worked day. for Daily wages worker or minimum wages based employees.
falling weekly off can not consider as EL.
If there is CTC structure and calculating leave, wages on including w/off, PH etc for him you can include weekly off as PL.

National Holidays should not be considered as a leave though it comes in between.For Festival hoidays it may depends on your Company's HR Policy manual or the letter of an appointment/Contract if its so and the same is signed as an acceptance you can.

Any organisation has to have a clear-cut policy regarding the Festival and National holidays as well as combination with other leave. If there is a State National & Festival Holidays Act or the Standing Orders provision applicable, the same has to be complied in formulating the policy. The legal consultant can help you in this regard.
When the organisation has declared these holidays as non-working days, how can it be deprived to some employees for the reason they have suffixed or prefixed them with a leave in their account?
